我国群众体育事业财政投入产出效率评价与发展路径研究

摘　　要：采用DEA-Malmquist模型对我国31个省市自治区群众体育事业财政投入产出效率进行测算,运用模糊集定性比较分析法探究影响其效率差异性的路径组态。研究发现(1)我国各地群众体育事业财政投入产出效率全要素生产率呈上升趋势;(2)单一变量无法成为推动群众体育事业财政发展效率高集聚的必要条件,但经济因素和组织条件发挥着普适性的作用;(3)通过路径组态内部关联归纳分析,可概括为“经济-组织”助推型、“经济”赋能型、“环境-经济”驱动型、“组织-环境”引领型和“组织-环境-经济”耦合型五条高集聚路径组态。未来各地应加大群众体育事业财政投入力度,优化群众体育财政支出结构和转移支付制度,细化群众体育财政支出监督考核机制,以此来提升群众体育事业财政投入产出效率。This study employs the DEA-Malmquist model to measure the fiscal input-output efficiency of mass sports across 31 provinces,municipalities,and autonomous regions in China.Subsequently,a fuzzy-set qualitative comparative analysis(fsQCA)is utilized to examine the configurational pathways influencing efficiency disparities.The key findings are as follows:(1)The total factor productivity in fiscal input-output efficiency for mass sports exhibits an upward trend nationwide;(2)No single variable is a necessary condition for driving high efficiency in fiscal development for mass sports,although economic and organizational factors play a generally supportive role;(3)Analysis of internal correlations within configurational pathways reveals five high-efficiency models:the"economic-organizational"driver,the"economic"enabler,the"environmental-economic"motivator,the"organizational-environmental"leader,and the"organizational-environmental-economic"coupling model.Moving forward,local governments should increase fiscal support for mass sports,optimize budget structures and transfer payment systems,and strengthen monitoring and evaluation mechanisms to enhance fiscal input-output efficiency in mass sports.
