摘 要:水利工程移民实物指标调查,关系到移民的个人利益和工程建设成效,是移民工作乃至水利工程的基础。系统梳理了尼加拉瓜跨洋运河工程建设征地实物指标调查工作的相关组织程序及历程,对实物调查中所遇到的调查行政单元划分、工程布置范围现场优化、原始丛林中人口集中区的辨认与调查、调查手段的信息化创新、语言沟通困难等各类问题进行了深入研究。采用低空飞行查勘以及矢量图与遥感影像信息叠加等技术手段,解决了有关难题。所取得的技术创新成果,可为后续中美洲、南美洲大型水利水电工程实践提供有效借鉴。Survey of physical indicators for water conservancy project serves as the basis of residents resettlement and the overall project as it directly impacts the personal interests of migrants and the effectiveness of project construction.This paper systematizes the procedures involved in the survey of physical indicators of land acquisition for the construction of the Nicaraguan inter-oceanic canal project,and investigates challenges in the physical survey.These challenges include the division of survey administrative units,on-site optimization of project layout scope,identification and survey of population concentration areas in the pristine jungle,the integration of information technology into survey methods,and the language communication difficulties.Technical means such as low-altitude flight surveys and the superimposition of vector maps with remote sensing image have been used to address these issues.The technological innovations in this paper provide effective reference for the subsequent practice of large-scale water conservancy and hydropower projects in Central and South America.
