摘　　要：工伤保险制度是我国社会保障体系的重要组成部分,合理、客观地评价工伤保险制度运行效率并识别其影响因素对于工伤保险制度的可持续发展具有重要意义。本文采用非期望产出的Super-SBM模型,对2010—2022年我国30省(自治区、直辖市)的工伤保险制度的运行效率水平进行评价,在此基础上,采用GML指数和面板Tobit模型分析各地区工伤保险制度运行效率水平的动态变化及其影响因素。研究结果表明:(1) 2010—2022年,各地区工伤保险制度运行效率水平呈上升趋势,但在2022年仍有将近一半省域的效率水平没有达到DEA有效,且这些省份主要分布在西部地区,各地区之间有着显著差异。(2)自2018年起,技术进步与技术效率共同推动各地区工伤保险制度运行效率水平的提高。(3)经济发展、产业结构、安全生产规制及城市化率水平对工伤保险制度运行效率具有重要影响,且这一影响在三大经济区间内存在较大的异质性。The work injury insurance system plays a crucial role in China's social security system.Evaluating the operational efficiency of this system across different regions and identifying its influencing factors are vital for sustainable development.In this study,the Super-SBM model,which accounts for non-desirable outputs,was employed to assess the operational efficiency of the work injury insurance system in 30 provinces of China from 2010 to 2022.Additionally,the GML index and panel Tobit model were utilized to analyze the dynamic changes and factors affecting operational efficiency.The research findings indicate the following:(1)While the operational efficiency of regional workers' compensation insurance systems demonstrated an ascending trajectory from 2010 to 2022,approximately half of the provinces had not achieved DEA efficiency by 2022,with these inefficient regions predominantly concentrated in western China,indicating substantial regional disparities.(2)Since 2018,both technological advancement and technical efficiency have synergistically contributed to the enhancement of regional operational efficiency.(3)The level of economic development,industrial structure,income level,safety regulations,and urbanization rate significantly impact operational efficiency,with notable heterogeneity among the three economic regions.
