低效工业用地识别与高质量再开发路径研究——以南京市江宁区为例

摘　　要：以高质量发展为目标导向,以工业地块为研究对象,借助“低效用地数字平台”建立“工业园区—工业社区—零星工业地块”三级评价结构。通过对现状工业用地进行定性判断和“人—地—企—产—财—能”的量化分析,构建一套科学的城市低效工业用地识别指标体系,并选取南京市江宁区作为案例进行研究,总结江宁区在低效工业用地再开发方面的实践经验,旨在推动城市低效工业用地的高效利用,为实现城市高质量发展提供科学依据和决策支持。Guided by the goal of high-quality development and taking industrial plots as the research object,a three-level evaluation structure of"industrial parks-industrial communities-sporadic industrial plots"is established with the help of the"digital platform for inefficient land".Through the qualitative judgement of the current industrial land and the quantitative analysis of"people,land,enterprise,production,finance,energy",a set of scientific identification index system for urban inefficient industrial land is constructed,and Jiangning District of Nanjing City is selected as a case study to summarize the practical experience in the redevelopment of inefficient industrial land,aiming to promote the efficient use of industrial land and provide scientific basis and decision-making support for the realization of high-quality urban development.
