多视角下山地型乡村耕地整治潜力测算研究——以贵阳市花溪区为例

摘　　要：探索多元利益主体下西部山地乡村地区耕地整治潜力评价方法,为新时期耕地整治项目实施提供科学依据,促进国土综合整治效率。研究以贵阳市花溪区为例,围绕耕地整治潜力来源构建山地型乡村地区耕地整治潜力评价指标体系、建立不同利益主体的耕地整治潜力评价模型,并以花溪区高坡乡耕地整治现实潜力校核评价模型。结果表明:1)耕地整治潜力重点考虑土地优化配置、保护耕地生态利好,利润回报、施工难易程度以及生产生活条件改善三个方面;2)花溪区久安乡、孟关乡和燕楼镇耕地综合整治潜力较大,高坡乡整治潜力较小。研究结论:构建多维度多影响因子的评价指标体系与评价模型,探讨不同实施主体下的山地型乡村耕地整治潜力,有助于提高山地型耕地整治潜力评价的准确性、科学性和实用性;但打破行政界线对耕地集中度的割裂、构建包涵更多变量因子进行更为复杂的合理性分析评价模型还需在实践中不断探索与完善。This article explores into the evaluation method of farmland consolidation potential in western mountainous rural areas under the influence of multiple stakeholders,to provide scientific basis for the implementation of farmland consolidation projects in the new era,and promote the efficiency of comprehensive land consolidation.Taking Huaxi District of Guiyang City as an example,this study constructs an evaluation index system for the potential of farmland consolidation in mountainous rural areas,establishes a farmland consolidation potential evaluation model for different stakeholders,and verifies the evaluation model based on the actual potential of farmland consolidation in Gaopo Township,Huaxi District.The results show that:1)The potential for farmland consolidation mainly considers three aspects:optimizing land allocation,protecting farmland ecology,profit return,construction difficulty,and improving production and living conditions.2)The comprehensive improvement potential of cultivated land in Jiu'an Township,Mengguan Township,and Yanlou Town in Huaxi District is relatively large,while the improvement potential in Gaopo Township is relatively small.Research conclusion:Constructing a multidimensional and multi influencing factor evaluation index system and evaluation model to explore the potential of mountainous rural land consolidation under different implementation entities can help improve the accuracy,scientificity,and practicality of evaluating the potential of mountainous rural land consolidation.However,breaking the administrative boundary and separating the concentration of cultivated land,and constructing an evaluation model that includes more variable factors for more complex and rational analysis,still need to be continuously explored and improved in practice.
