摘　　要：小区切换是移动通信系统覆盖保持连续性以及终端业务保持连续性的必要前提。文中探讨了NTN低轨卫星切换策略。首先,根据NTN LEO通信系统的特点指出了LEO在切换时存在的问题和挑战;其次,对现有5G系统的切换方式进行了分析;最后,综合考虑了终端的服务质量等级、业务量和终端能力,在现有5G系统切换方式的基础上,提出了一种提前切换的策略。该策略可以降低终端短时间内在两个LEO覆盖边界区域同时切换导致的切换失败的概率,提升NTN LEO通信系统的切换性能。Cell handover is a necessary prerequisite for the continuity of coverage and end point services in mobile communication systems.This paper discusses the switching strategy of NTN low-orbit satellites.First,according to the characteristics of NTN LEO communication system,the problems and challenges existing in the handover of LEO satellites are pointed out;secondly,the handover mode of existing 5G systems is analyzed;finally,considering the quality of service level,traffic volume and end point capability of the end point comprehensively,on the basis of the existing 5G system handover mode,an early handover strategy is proposed.This strategy can reduce the probability of handover failure caused by simultaneous handover of two LEO satellites covering the boundary area in a short period of time at the end point,and improve the handover performance of NTN LEO communication system.
