数字政府环境下电子档案管理的法律规制与技术标准体系

摘　　要：随着数字政府建设的快速推进,电子档案管理在数字政府运行中的基础性作用日益突显。规范电子档案管理已成为提高数字政府建设质量和推进国家治理体系现代化的关键。在梳理分析数字政府环境下电子档案管理面临的机遇与挑战的基础上,重点从法律规制和技术标准两个维度探讨了加快推进电子档案管理法治化、标准化、规范化、现代化建设的对策措施。构建完善的法律规制与技术标准体系是保障数字政府电子档案高效管理的治本之策。要坚持法治引领、标准先行,协同推进电子档案管理法治化与标准化建设,为数字政府高质量发展夯实电子档案治理基础,更好地发挥电子档案在服务国家治理体系和治理能力现代化中的基础性作用。With the rapid advancement of the construction of digital government,the basic role of electronic file management in the operation of digital government has become increasingly prominent.Standardizing electronic file management has become the key to improve the quality of digital government construction and promote the modernization of national governance system.Based on the analysis of the opportunities and challenges faced by electronic archives management in the digital government environment,this paper discusses the countermeasures to accelerate the legalization,standardization,standardization and modernization of electronic archives management from the two dimensions of legal regulation and technical standards.To construct a perfect legal regulation and technical standard system is the fundamental solution to ensure the efficient management of digital government electronic archives.It is necessary to adhere to the rule of law,standards first,and jointly promote the construction of the rule of law and standardization of electronic archives management,so as to consolidate the foundation of electronic archives management for the highquality development of digital government,and better play the basic role of electronic archives in serving the modernization of national governance system and governance capacity.
