摘　　要：当前,警务档案工作面临着法治化建设不完善、正规化水平不足等问题,已成为制约警务管理现代化转型的重要因素。从警务档案工作法治化建设入手,系统分析了当前存在的主要问题和面临的新挑战,提出了完善法律规范体系、健全执法保障机制的建议。在此基础上,探讨了警务档案工作正规化建设的基本要求、具体措施和保障机制。最后,从构建智慧警务数据资源体系、完善警务档案信息共享机制、创新警务管理决策模式三个方面,提出了基于档案资源推进警务管理现代化转型的策略建议。At present,the police archives work is faced with problems such as the imperfect construction of the rule of law and the insufficient level of normalization,which has become an important factor restricting the modernization of police management.Starting from the construction of the police archives work under the rule of law,this paper systematically analyzes the main existing problems and new challenges,and puts forward suggestions to improve the legal system and the law enforcement guarantee mechanism.On this basis,the paper probes into the basic requirements,concrete measures and guarantee mechanism of the regularization construction of police archives.Finally,from the three aspects of building the intelligent police data resource system,improving the police file information sharing mechanism,and innovating the police management decision-making mode,the paper puts forward some strategic suggestions to promote the modernization of police management based on archive resources.
