中美禁毒合作的非传统安全向度——以芬太尼治理合作为例

摘　　要：由芬太尼泛滥引发的药物安全危机已成为当前中美两国共同面临的非传统安全问题。中美两国曾因芬太尼问题存在诸多争端,但在2023年又重新开展禁毒合作。中美关系影响下的合作意愿,以及两国对芬太尼问题的认知分歧共同塑造了两国对芬太尼治理的集体认同,进而影响两国的禁毒合作。中美关系在跌至历史性低点后回温,两国的禁毒合作意愿随之加深;两国选择搁置在芬太尼问题上的分歧,使得认知分歧得以弥合。中美两国各自的合作认同通过互动凝聚成高度的集体认同,最终促成两国在禁毒议题上从冲突转向合作。当前,中美两国在技术交流、执法协调、物质列管等多个方面开展合作,通过多种路径推进芬太尼治理。The drug safety crisis caused by the wide spread of fentanyl has become a non‐traditional security issue that both China and the US are commonly confronted with.Despite previous disputes over fentanyl,the two countries resumed anti‐drug cooperation in 2023.Both the cooperative intent influenced by the relationship between China and the US,and their perceptual differences about the fentanyl issue,establish a collective agreement for China and the US to govern fentanyl,which in turn impacts their anti‐drug cooperation.After reaching a historical low level,the relationship between China and the US has been moderated,which in turn has helped intensify their anti‐drug cooperation willingness.They have put aside their disagreement on fentanyl issue,enabling the bridging of cognitive differences.The two countries'respective cooperative identities,via a high degree of collective identity through interaction,have ultimately facilitated their cooperation from confrontation on anti‐drug issue.At present,China and the US are cooperating in many aspects including technological exchanges,law enforcement coordination and substance scheduling,and are advancing the governance on fentanyl with multiple methods.
