摘　　要：新中国成立初期,作为负责全国性的国民经济计划工作的部门,中财委财经计划局在学习借鉴苏联经验的基础上,围绕建立计划机构、做好调查统计、规范基本建设、探索编制计划等方面进行了有益探索,具体包括:吸收党内外人才,初步建立中央计划机构的架构和职能;进行工矿业、农业以及基本建设的调查统计;提出“施工必先有设计”的理念,规范基本建设工作程序和办法;确立计划编制的原则和程序,编制国民经济年度计划。中财委计划局的工作成效显著,在国民经济恢复和发展过程中发挥了重要作用。In the early period of new China,the Financial and Economic Planning Bureau of the Central Financial and Economic Commission,as the national authority responsible for economic planning,undertook valuable initiatives based on the Soviet experiences.These included establishing planning institutions,conducting surveys and statistical analyses,standardizing basic construction,and exploring plan formulation.Specific measures included recruiting talent both from within and outside the Party,preliminarily establishing the structure and defining the functions of the central planning institutions;conducting surveys and statistical analyses in the industrial,mining,agricultural,and basic construction sectors;introducing the principle of “design before construction” to regulate the processes and methodologies of basic construction;and establishing principles and procedures for the drafting of annual plans for the national economy.The Bureau's work was effective and contributed significantly to the restoration and development of the national economy.
