摘  要:为探寻政府投资工程招投标合谋空间形成的深层成因及内在规律,综合运用文献分析、文本分析、专家咨询3种方法识别合谋空间的形成因素,并借鉴社会燃烧理论,从基础因素、决定因素、加速因素3个维度构建形成因素体系;在此基础上运用决策实验分析(DEMATEL)、解释结构模型(ISM)、交叉影响矩阵相乘(MICMAC)方法找出根源因素及关键因素;最后构建系统动力学模型,研究形成因素之间的交互作用机制,并提出针对性的治理建议,旨在从源头预防和减少合谋行为的发生,优化招投标环境,促进政府投资工程的健康发展。In order to explore the deep causes and internal laws of the formation of collusion space in bidding of government investment projects,the formation factors of collusion space were identified by three methods of literature analysis,text analysis and expert consultation,and the formation factor system was constructed from three dimensions:basic factors,determinants and acceleration factors.On this basis,the methods of DEMATEL,ISM and MICMAC were used to find out the root factors and key factors.Finally,the system dynamics model was constructed,the interaction mechanism between the formation factors was studied,and targeted governance recommendations were proposed to prevent and reduce the occurrence of collusion from the source,optimize the bidding environment,and promote the healthy development of government investment projects.
