面向现代物流体系的浙江海铁联运的历程、挑战与优化路径

摘　　要：海铁联运是习近平同志时任浙江省委书记期间根据浙江独特的发展条件与区位优势而作出的重要指示。2004年以来,浙江持续推进港站一体化发展、交通基础设施建设以及腹地联运网络搭建,成功开启了海铁联运的新篇章,推动海铁联运驶入蓬勃发展的快车道,为现代物流体系的建设和完善作出了重要贡献。在全面梳理“八八战略”指引下浙江海铁联运实施二十年来的发展历程,深刻剖析取得的成效与存在的不足,并在总结归纳国内外先进经验与做法的基础上,提炼有助于浙江海铁联运提质、扩量、增效的可行建议。研究认为,浙江海铁联运应该在优化顶层设计、加强基础设施建设、创新物流模式、制定统一标准以及发挥价格优势等方面持续发力,既可为海铁联运的高质量发展奠定坚实的基础,也可为推进全国海铁联运迈向新台阶贡献“浙江力量”。Sea-rail transport was an important instruction made by Comrade Xi Jinping during his tenure as the Secretary of the Zhejiang Provincial Party Committee,based on the unique development conditions and geographical advantages of Zhejiang province.Since 2004,Zhejiang province has continuously promoted the integrated development of ports and railway stations,the construction of transportation infrastructure,and the establishment of a hinterland intermodal transport network,thus opening a new chapter in sea-rail transport,entering a thriving fast lane of development,and contributing to the construction and improvement of modern logistics system.This article aims to review the development process of Zhejiang sea-rail transport over the past 20 years under the guidance of the"Double Eight Strategy",analyze the achievements and deficiencies,and make feasible suggestions for improving the quality,expanding the volume,and increasing the efficiency of Zhejiang searail transport based on the summary of advanced experience and practices at home and abroad.We believe that Zhejiang sea-rail transport should continue to make efforts in optimizing top-level design,strengthening infrastructure construction,innovating logistics mode,formulating unified standards,and leveraging price advantages so as to lay a solid foundation for the high-quality development of searail transport and contribute Zhejiang's strength to step the national sea-rail transport onto a new level.
