摘　　要：如同二元经济和二元社会,高等教育领域中同样存在着二元格局与身份标识,它既是传统的政治、文化和教育因素影响的产物,也是现实应对国际竞争与经济发展的需要。二元结构与身份标识阻碍着新时代高等教育分类发展、多元发展和高质量发展,必须从公平理念、拨款体系、评价制度和招考制度等方面入手进行综合治理。Similar to the dual structure found in the economy and society, the higher education sector also exhibits a dual structure and identity labels. It is a product of traditional political, cultural, and educational factors, as well as a necessity for responding to international competition and economic development in reality. The binary structure and identity labeling hinder the classified, diversified, and high-quality development of higher education in the new era. To address these issues, comprehensive governance must be carried out from the perspectives of fairness, funding system, evaluation system, and recruitment system.
