摘　　要：内蒙古“河南地”是秦、汉时期的重要地理单元,这一区域不但是农、牧文明交错地带,而且是中原王朝抵御匈奴侵扰和拱卫统治的战略前线。秦始皇建立大一统王朝之后,即在北地修筑秦长城,贯通战国之际北方诸侯国所建长城,以求拱卫“河南地”等北方边地,秦长城也成为有效的物理防御体系。汉代以来,中原王朝通过持续对匈奴的打击,继续建立对“河南地”的有效控制,这一时期,秦长城不但得到整修,以“河南地”为中心的内蒙古地区还承接大量中原移民,构建人防体系。秦汉之际,中原王朝对北方边地的有效统治,既维持了大一统王朝的长治久安,又促进了汉族与少数民族的文化融合。The“Henan Region”in Inner Mongolia was an important geographical unit during the Qin and Han periods.This area was not only a transitional zone between agricultural and pastoral civilizations but also a strategic front line for the central plains dynasties to defend against the Xiongnu invasions and safeguard their rule.After the unification of China by Emperor Qin Shi Huang,the Qin Great Wall was constructed in the northern regions,integrating the walls built by various feudal states during the Warring States period,aiming to defend the“Henan Region”and other northern borderlands.The Qin Great Wall became an effective physical defense system.From the Han Dynasty onward,the central plains dynasty continued to exert control over the“Henan Region”by persistently combating the Xiongnu,during which the Qin Great Wall was repaired,and the Inner Mongolian region centered around“Henan”saw a significant influx of Central Plains immigrants,thus building a human defense system.The effective governance of the northern borderlands by the central plains dynasties during the Qin and Han periods not only ensured the long-term stability of the unified empire but also facilitated the cultural integration between the Han and the ethnic minorities.
