新时代推进中国“南竹北移”高质量发展的思考及建议

摘　　要：竹子具有重要的生态、经济和文化价值。随着中国“南竹北移”工程的实施和不断推进,竹子在北方地区应用范围越来越广、规模越来越大,有力促进了北方地区经济社会发展。文章阐述了竹子对于北方地区经济社会发展的重要作用、面临的机遇,并为新时代推动中国“南竹北移”高质量发展提出针对性建议。新时代,黄河流域生态保护和高质量发展战略、黄河大运河国家文化公园建设、乡村振兴战略等多种政策叠加为“南竹北移”发展提供了良好的机遇,推进“南竹北移”,需要精准定位,科学施策,立足地域特色,科学规划布局,优化发展环境。Bamboo has important ecological,economic and cultural values.China has taken continuous efforts to introduce bamboo species in the Sough to the North and implemented a number of projects.As the results,bamboo has been widely applied in the north,with increasing scales,which has effectively promoted the economic and social development in northern China.This paper elaborates on the important role and opportunities of bamboo in the economic and social development in northern China,and proposes targeted suggestions for promoting high-quality development of China's initiative of“South bamboo transplanted to the North”in the new era.In the new era,the overlapping of the policies such as ecological protection and high-quality development strategy in the Yellow River Basin,the construction of the Yellow River-Grand Canal National Cultural Park and rural revitalization strategy provides a good opportunity for the implementation of the initiative.To promote the introduction of the southern bamboo species to the North,it is necessary to identify the accurate positioning,implement policies in a science-based manner,respect regional characteristics,developing scientific planning and layout,and optimize the enabling environment.
