摘　　要：社会治理工作是党和国家工作的重要组成部分,事关党长期执政和国家长治久安,事关社会和谐稳定和人民幸福安康。新时代以来推进社会治理现代化取得一系列历史性成就,包括党对社会治理领域的领导全面加强,在加强和创新社会治理中着力保障和改善民生,贯彻总体国家安全观、国家安全得到了有力保障,社会领域基础性制度改革创新不断推进,构筑共建共治共享的社会治理制度体系取得明显进展,城乡基层社会治理水平显著提升。党的二十届三中全会对健全社会治理体系作出了安排部署,要深刻把握和全面贯彻落实全会精神,进一步加强党对社会治理的全面领导,进一步健全社会治理体制机制,进一步完善社会治理方式手段,进一步健全基层社会治理体系。特别是要坚定不移持续走好中国特色社会主义社会治理现代化之路,一是深入学习研究和全面贯彻落实习近平总书记关于社会治理现代化的重要思想论述,二是在进一步全面深化改革中统筹协调推进与社会治理相关的各方面改革,三是在推进和拓展中国式现代化进程中深化对社会治理现代化规律的研究,四是大力总结和推广社会治理现代化实践创新的鲜活经验。Social governance is a vital component of the work of the Party and the nation that directly affects the Party’s long-term governance and the country’s ongoing stability.It is crucial for maintaining social harmony and stability,as well as ensuring the well-being and happiness of the people.Since the advent of the new era,a series of historic achievements have modernized social governance,comprehensively strengthening the Party’s leadership in that field,ensuring and improving people’s livelihoods by enhancing and innovating social governance,implementing a holistic and effective national security concept,continuously advancing fundamental institutional reforms in the social sector,building a system of shared social governance through joint construction and co-governance,and improving the level of grassroots social governance in both urban and rural areas.The Third Plenary Session of the 20th Central Committee of the Communist Party of China in July 2024 adopted measures to improve the social governance system.In the spirit of the session,it is essential to further strengthen the Party’s comprehensive leadership over social governance,improve the mechanisms and institutions of social governance,enhance the methods of social governance,and refine the social governance system at the grassroots.It is particularly important to continue steadfastly along the path of modernizing social governance with Chinese characteristics.This involves 1)deeply studying and comprehensively implementing General Secretary Xi Jinping’s important thoughts and discourses on the modernization of social governance,2)coordinating and advancing various reforms related to social governance as part of a further comprehensive deepening of reforms,3)deepening the study of the legal framework for social governance modernization to promote and expand the Chinese model of modernization,and 4)vigorously summarizing and promoting the vibrant experiences of practical innovation in social governance modernization.
