摘 要:社区的概念存在社会关系与地域空间两个认知路径。老旧小区在住房制度转型中不断加强的政府—产权单位—居民的垂直关系,强化了小区公共空间的集体生活资源属性。这使老旧小区改造的议事会既要调节政府、物业和居民等多方之间的关系,也要解决集体生活资源如何在所有居民之间进行分配的利益问题。本文通过N小区公共空间改造的居民议事会总结出利益协商类议事会的具体工作方法,包括扩大参与人员至所有居民、让各种不同的利益诉求浮现、制定利益分配的规则与原则、采取适宜投票的议事会方法以及组织相关利益群体对冲突的利益进行协商。这一过程面临着居民的组织化困境,成为规划师、专业社工等介入社区治理要应对的主要问题。The concept of community has two cognitive pathways:social relationships and spatial resources.The continuous strengthening of the vertical relationship between the government,property rights units,and residents in transforming the housing system in old communities has strengthened the collective living resource attributes of public spaces.The council for the renovation-of the old residential areas not only regulate the relationships between the government,property management,and residents,but also address the interest problem of how to distribute collective living resources among all residents.This study summarizes the specific working methods of interest negotiation meetings through the resident council for renovating public spaces in the N community,expanding the participation to all residents,allowing various interest demands to emerge,formulating rules and principles for interest distribution,adopting appropriate voting methods,and organizing relevant interest groups to negotiate conflicting interests.This process faces the organizational dilemma of residents,becoming the main problem that planners,professional social workers,and others need to deal with when intervening in community governance.
