科研诚信体系建设的现实基础与具体进路——基于社会信用治理视角分析

摘　　要：科研诚信是保证科技创新活动有效进行的基础,直接影响科技领域资源投入、科技成果的推广应用,是科研活动遵循的基本准则。然而我国科研领域学术不端行为时有发生,诚信缺失问题日益加重。从社会信用治理视角检视,我国科研诚信体系存在高校及其他科研管理机构内部规范体系不健全、忽视失信科研性与社会性惩戒、守信物质激励不足、科研诚信宣传教育不到位等诸多问题。需以社会信用治理理论为引导,借鉴实证可行的治理措施,吸收域外经验,以信用治理推动建立健全科研诚信体系,营造诚实守信、积极创新的良好科研风气。Scientific research integrity is the cornerstone for ensuring the effective conduct of scientific and technological innovation.It directly influences resource allocation in the scientific and technological sectors,and the dissemination and application of scientific achievements.The scientific research activities must adhere to this fundamental principle.However,academic misconduct in China’s research field is not uncommon,and the issue of integrity deficiency is worsening.Examining this from the perspective of social credit governance reveals several issues within China’s research integrity system:the regulatory frameworks within universities and other research institutions are inadequate;there is a lack of disciplinary measures for dishonest research practices,insufficient material incentives for integrity,and inadequate promotion and education regarding research integrity.Guided by the theoretical foundations of social credit governance,adopting empirically viable governance measures,drawing on international experience,and leveraging credit governance is essential to establishing and enhancing a research integrity system,fostering an environment of honesty,trustworthiness,and proactive innovation in scientific research.
