发展性社会工作视角下残疾儿童社区康复服务体系重构研究

摘　　要：社区康复服务是增进残疾儿童及其家庭福祉的重要手段。基于LX街道残疾儿童和社区康复站的调查,残疾儿童社区康复服务存在服务供给不足和服务主体单一的问题,使其无法有效满足残疾儿童的多元需要。发展性社会工作强调经济与社会的协调发展、以社区为基础、赋能和优势取向、综合性干预,标志着社会工作从临床干预范式向发展范式的转型。发展性社会工作的实践要素有助于重构残疾儿童社区康复服务体系,形成以需要为导向、以社区为基础、以多元主体为支撑的残疾儿童分级评定与分类服务体系,这对于完善残疾儿童康复救助制度有重要意义。Community rehabilitation services are crucial for the well-being of disabled children and their families.Our survey of disabled children and community rehabilitation stations in LX reveals issues of insufficient service supply and a lack of diversity in service providers,hindering the fulfillment of the diverse needs of disabled children.Developmental social work emphasizes the coordinated development of economy and society.Community-based,empowering and advantageous approaches,and comprehensive interventions in social work are marking the transition from a clinical intervention paradigm to a developmental paradigm.The practical aspects of developmental social work are instrumental in restructuring the community rehabilitation service system for disabled children,forming a needs-oriented,community-based,and multi-provider-supported evaluation and classification service system for disabled children,which is of great significance for improving the rehabilitation assistance system for disabled children.
