西式民主的示范效应与后发国家的现代国家建构困境

摘　　要：西式民主的示范效应在很大程度上扭曲了二战后建国的众多后发国家现代国家建构的正常逻辑。移植欧美在民族-国家体制基本成型之后逐步发展出来的民主体制,以此作为现代国家建构的主要目标和基本路径,打乱了众多后发国家的政治整合进程,加剧了其权威体系的碎片化,造成了国家权威程序合法性与国家治理有效性的背离,不仅使现代国家的建构深陷困境,也诱发了形形色色的“民主衰退”甚至“民主崩溃”现象。The demonstration effect of Western style democracy has greatly distorted the normal logic of modern state building in many developing countries that were established after World War II.The transplantation of democratic systems gradually developed in Europe and America after the basic formation of the nation-state system,as the main goal and basic path of modern state building,has disrupted the political integration process of many developing countries,exacerbated the fragmentation of their authoritative systems,and caused a deviation between the legitimacy of the national authority procedures and the effectiveness of national governance.This not only puts the building of modern states in deep trouble,but also triggers various phenomena of“democratic decline”and even“democratic collapse”.
