谋势:体现“全球南方”天然成员地位之国际传播的内在逻辑

摘　　要：“推进国际传播格局重构”不仅要求推进中国国际传播工作格局、国际传播效果格局重构,题中必有之义还包括推动全球传播格局重构,改变“全球南方”国家、发展中国家在国际传播中相对弱势的局面。中国是“全球南方”天然成员、第一方阵的重大宣示和一系列合作行动具有重大战略意义和启示,不仅体现了居于其间的身份彰显、通于其一的地位认同、交得其道的合作根基,体现了驭得其势的挺膺担当、适得其心的合作推动、正得其道的胸怀愿景,还体现了塑造态势、推动世界格局朝着更有利包括中国在内的“全球南方”国家方向发展的努力。因而,谋势,就是体现“全球南方”天然成员地位之国际传播的内在逻辑。以谋势思维推进体现“全球南方”的关切、立场与声音的国际传播,一是要以“识”取势,在国际传播中更清晰体现“全球南方”天然成员、第一方阵地位和立场;二是要以“行”促势,在国际传播中更多样反映“全球南方”国家立场、利益、关切、诉求;三是要以“为”塑势,进一步塑造有利于包括中国在内的“全球南方”国家作为国际秩序变革关键力量进一步发挥作用、壮大影响的态势。“Moving ahead with restructuring China’s international communication landscape”not only requires facilitating the reconstruction of China’s international communication work and effectiveness landscape,but also inherently includes driving the reconstruction of the global communication landscape and altering the relatively disadvantaged position of“Global South”countries and developing countries in international communication.China’s declaration as a natural member and leading force of the“Global South”,along with its series of cooperation initiatives,carries significant strategic implications and insights.It not only embodies the manifestation of its identity within this group,the recognition of its status among them,and the foundation for cooperation based on shared principles,but also demonstrates a sense of responsibility to harness the momentum,a proactive approach to cooperation that aligns with mutual interests,and a visionary outlook that adheres to the right path.Furthermore,it reflects efforts to shape the global landscape and promote changes in the world order that favor the development of the“Global South”countries,including China.Therefore,striving for strategic advantages is an inherent logic of international communication that embodies the natural membership status of the“Global South”.We should promote international communication that reflects the concerns,positions,and voices of the“Global South”with the thinking approach of striving for strategic advantages.Firstly,we should gain advantages through insight and more clearly reflect the status and positions of the natural members and leading forces of the“Global South”in international communication.Secondly,we should promote strategic advances through action and reflect the positions,interests,concerns,and aspirations of the“Global South”countries in a more diversified manner in international communication.Thirdly,we should shape the landscape and strategic advances through proactive actions into a situation tha
