摘　　要：出监教育是罪犯回归社会、由“监狱人”向“社会人”角色转变的必经阶段,在巩固教育改造成果、预防和减少重新犯罪中起到至关重要的作用。在梳理罪犯出监教育制度发展脉络的基础上,结合具体实践,分析当前出监教育制度存在的系统性不强、时效性不足、完整性不够、精准度不高等问题,从出监教育的内涵目标、工作保障、组织实施、工作考核及社会对接等方面构建“五大工作体系”,提出出监教育制度改革的对策及实施路径,为罪犯出监教育制度改革提供有益的参考和建议,推动我国罪犯出监教育制度的完善和发展。Prison education is a necessary stage for criminals to return to society and transition from being“prison people”to being“social people”.It plays a crucial role in consolidating the achievements of education and reform,preventing and reducing recidivism.On the basis of sorting out the development context of the education system for ex convicts,combined with specific practice,this paper analyzes the problems of weak systematicity,insufficient timeliness,insufficient completeness,and low precision in the current education system for ex convicts.It constructs a“five major work system”from the aspects of the connotation goals,work guarantee,organizational implementation,work assessment,and social docking of ex convicts,proposes countermeasures and implementation paths for the reform of the education system for ex convicts,provides useful references and suggestions for the reform of the education system for ex convicts,and promotes the improvement and development of China’s education system for ex convicts.
