菲律宾海外菲劳权益保护体系探析

摘　　要：经过半个世纪的发展,菲律宾已建立较为完备的海外菲劳权益保护体系。菲律宾重视以法律手段保护海外菲劳权益,确保多方参与保护体系建设和各方有效协调,多渠道保障工作所需资金,并形成较为完整的闭环保护程序。经济发展、国内政治和外交诉求是菲律宾海外菲劳权益保护体系优势形成的主要推动因素。菲律宾海外菲劳权益保护体系建设为其他国家保护海外劳工权益提供了有益启示。After half a century of development,the Philippines has established a relatively complete system for protecting the rights and interests of overseas Filipino workers.The Philippines attaches great importance to protecting the rights and interests of overseas Filipino workers through legal means,ensuring the participation of multiple parties in the construction of the protection system and the effective coordination of all parties,guaranteeing the funds needed for the work through multiple channels,and forming a relatively complete closed-loop protection procedure.Economic development,domestic politics and diplomatic demands are the main driving factors for the formation and the advantages of the Philippines overseas Filipino workers rights and interests protection system.The construction of the Philippines overseas Filipino workers rights and interests protection system provides useful inspiration for other countries to protect the rights and interests of their overseas workers.
