摘  要:随着经济社会的不断发展,输变电工程建设场地征用及补偿难度日益增大,而建设场地征用费(建场费)在建设工程其他费用中所占比例不容忽视。在我国目前电网建设中,建场费占比(5%~10%)是工程造价变更的主要因素之一。为了加强项目各方对输变电工程建设场地征用费的精益化管理,本文通过分析当前输变电工程建设场地征用的常用管理模式、建设场地征用工作流程、建设场地征用相关方的职责、建设周期控制对建设场地征用工作的影响和建设场地征用前期工作与费用控制,提出实现工程建设场地征用精益化管理的建议措施,希望对输变电工程建设场地征用管理有一定启发和借鉴意义。With the continuous development of the economy and society,the difficulty of acquiring and compensating construction sites for power transmission and transformation projects is increasing,and the proportion of construction site acquisition fees(construction fees)in other construction project costs cannot be ignored.In the current power grid construction in China,the proportion of construction costs(5%to 10%)is one of the main factors affecting project cost changes.In order to strengthen the lean management of construction site requisition fees for power transmission and transformation projects by all parties involved,this article analyzes the commonly used management models,construction site requisition workflow,and responsibilities of relevant parties involved in construction site requisition for power transmission and transformation projects.On this basis,the impact of construction period control on construction site requisition work,as well as the preliminary work and cost control of construction site requisition,were studied.Relevant suggestions and measures for achieving lean management of engineering construction site requisition were proposed,hoping to provide some inspiration and reference for the management of construction site requisition in power transmission and transformation projects.
