苏北地区科技创新与经济高质量发展耦合协调度研究

摘　　要：科技创新为经济发展注入能量,经济发展促进科技创新,二者相辅相成、相互促进.尽管我国在科技创新领域不断探索,但科技创新和经济高质量发展两个系统不平衡、不协调地问题仍旧存在.为进一步明晰我国苏北地区科技创新与经济高质量发展耦合协调发展情况,在借鉴国内外相关研究的基础上,从科技创新和经济高质量发展两个子系统出发分别构建评价指标体系,采用熵权法和模糊综合评断方法测度分析了2012-2021年苏北地区的科技创新和经济高质量发展状况;采用耦合协调度模型统合两个子系统,评价分析了2012-2021年苏北地区科技创新与经济高质量发展的耦合协调发展水平、类型及其时空演化特征.研究发现:2012—2021年,苏北地区科技创新和经济高质量发展水平呈持续波动上升趋势,科技创新有较大的发展空间;两者的耦合协调发展水平较低,但处于持续增长状态;苏北五市科技创新与经济高质量发展耦合协调发展类型基本是由失调类型提升为协调类型,但均未达到良好协调和优质协调类型;苏北地区科技创新和经济高质量发展耦合协调度在空间上表现为“东西高、中部低”格局.基于以上研究,提出了因地制宜、实施创新发展战略,强化基础、提升科技创新水平,创新融合、促进产业经济发展的建议,以期进一步促进苏北地区科技创新与经济的高质量协调发展.Scientific and technological innovation pours energy into economic development,and economic development promotes scientific and technological innovation.In spite of our continuous exploration in the field of scientific and technological innovation,the problem of imbalance and incoordination between the two systems of scientific and technological innovation and high-quality economic development still exists.In order to further clarify the coupling and coordinated development of scientific and technological innovation and high-quality economic development in northern Jiangsu,based on the relevant research at home and abroad,from the two sub-systems of scientific and technological innovation and high-quality economic development,the evaluation index system is constructed respectively,the state of scientific and technological innovation and high-quality economic development in northern Jiangsu from 2012 to 2021 was measured and analyzed by using entropy weight method and fuzzy comprehensive evaluation method,and the coupling coordination degree model was used to integrate the two subsystems,the paper evaluated and analyzed the level,types and spatio-temporal evolution characteristics of the coupling and coordinated development of science and technology innovation and high-quality economic development.We found that in the past 10 years,the level of scientific and technological innovation and high-quality economic development in northern Jiangsu has been rising continuously,and there is a large space for the development,the coupling and coordinated development of scientific and technological innovation and high-quality economic development in the five cities in northern Jiangsu is basically from the type of imbalance to the type of coordination,but they have not reached a good coordination and quality coordination type.The coupling coordination degree of scientific and technological innovation and high-quality economic development in northern Jiangsu is a pattern of“High east-west and low middle”.Based on the above
