摘  要:晚清時期,清廷爲保全版圖,保障内地安全,改變駐藏大臣舊例,分其一位駐紮察木多管轄川邊,四川候補道風全擔任的幫辨大臣實際上變爲川邊大臣,有了直接轄區和獨立職能,他將屯墾、铼兵、礦務列上議事日程,作爲改土歸流的準備。作爲湖北荆州駐防旗人的鳳全在身份和文化上已“在地化”,被看成“漢官”,他的改革改變了川邊原有的運作方式,直接侵犯到康區僧俗的利益。這成爲當地勢力對抗的緣由,也釀成了鳳全個人的悲劇。In the late Qing Dynasty,in order to preserve the territory and ensure the safety of the interior areas,the Qing court changed the old administrative system of Ambans in Tibet.One Amban was stationed separately in Chamuduo and governed Chuanbian(borderlands of Sichuan Province).As the Minister of Chuanbian,Feng Quan put reclamation,military training,and mining affairs on the agenda as preparations for Gaitu guiliu(to abolish the rule of local chieftains and replace them with regular direct administration).Feng Quan,a garrison Bannerman in Jingzhou,Hubei Province,who had been"localized"in terms of identity and culture.He was regarded as a"Han official",and reforms he carried out directly violating the interests of Tibetan monks and chieftains in Kham,provoked resistance of local forces and also led to personal tragedy.
