摘 要:数字劳动是数字经济时代劳动的新形态。从劳动过程视角来看,数字劳动具有自然属性和社会属性的二重性特征,既是数字劳动者创造价值的过程,也是数字资本不断实现价值增殖的过程。以平台组织和跻身其中的数字劳动形态为例,数字劳动的运行机制表现为平台多元主体间的不对等机制、劳动者形式自由与实际受控机制,以及零工劳动在算法支配下的计件工资机制等。基于此,文章提出数字劳动的治理路向及实践进路:促进劳动者权益保障,构设以人为本的数字劳动关系;加强平台监管,构建公平公正的数字劳动环境;加快数据治理,构筑清晰可靠的数据治理机制。Digital labor is a new form of labor in the digital economy era.From the perspective of the labor process,digital labor has the dual characteristics of natural and social attributes,which is not only a process for workers to create value,but also a process for digital capital to continuously increase value.Taking the platform organization and the digital labor forms involved as an example,the operational mechanism of digital labor manifests as a series of mechanisms,including the inequalities among multiple entities on the platform,the controlling of workers in a formally free manner,and the piece-rate wage of gig labor under the algorithmic domination.On this basis,this paper proposes the governance direction and approach of digital labor,including promoting the protection of rights and interests of workers to construct a people-oriented digital labor relationship,strengthening the platform supervision to build a fair and equitable digital labor environment,and accelerating the data governance to establish a clear and reliable data governance mechanism.
