摘　　要：针对目前国内地下水环境监测井管理维护不到位、部分监测井存在污染通道风险的问题,采用已有成果经验总结和人员访谈相结合的方法,对万余眼地下水环境监测井调查评估的结果进行分析总结,筛选117眼典型监测井的负责人开展监测井管理状况人员访谈,研究了影响监测井监测功能的因素。研究结果表明,建井时间对地下水环境监测井的监测功能没有显著的影响,不符合通常认为的建井时间越早,监测功能越差的认识,加强地下水监测井维护管理,是保障监测井良好监测功能的关键。井口保护装置越规范,监测井的保存状态和监测功能越好;企业有专门的监测井管理部门或人员、企业对监测井了解较多、企业有开展跟踪监测的需求,则监测井的保存状态和监测功能会更好;监测井建设前期结合厂区用地规划进行合理布设,可有效避免后期监测井被施工破坏。建议制定地下水环境监测井管理政策技术文件;建议制定地下水自行监测上报制度;建议科学开展地下水环境影响评价,在满足要求的情况下,尽量少打井、不打井,引入专业的施工队伍开展建井工作;建议加强建设项目竣工环保验收中的地下水监测井检查。In response to the current inadequate management and maintenance of groundwater environment monitoring wells in China,and there is a risk of pollution channels in some monitoring wells,a combination of existing achievements and experience summary and personnel interviews was used to analyze and summarize the results of the investigation and evaluation of more than 10000 groundwater environment monitoring wells.The responsible persons of 117 typical monitoring wells were selected to conduct personnel interviews on the management status of monitoring wells,and factors affecting the monitoring function of monitoring wells were discussed.The research results indicate that the construction time has no significant impact on the monitoring function of groundwater environment monitoring wells,which does not conform to the commonly believed understanding that the earlier the construction time,the worse the monitoring function.Strengthening the maintenance and management of groundwater monitoring wells is the key to ensuring their good monitoring function.The more standardized the wellhead protection device,the better the preservation status and monitoring function of the monitoring well.If an enterprise has a dedicated monitoring well management department or personnel,has a better understanding of monitoring wells,and has a need for tracking and monitoring,the preservation status and monitoring function of monitoring wells will be better;reasonable layout of monitoring wells in the early stage of construction combined with the land planning of the factory area can effectively avoid damage to monitoring wells during construction in the later stage.It is recommended to formulate the policy and technical documents for the management of the groundwater environment monitoring wells,to establish a self-monitoring and reporting system for groundwater,to conduct a scientific assessment of the impact on groundwater environment.While meeting the requirements,efforts should be made to minimize or avoid drilling wells,and profession
