绿色生产能力演进与绿色产业升级的路径选择——基于中国省域绿色产品空间

摘　　要：基于环境商品综合清单,结合2001—2020年CEPII-BACI全球贸易数据和中国海关数据库企业出口数据,构建中国31个省区(港澳台除外)的省域绿色产品空间,考察绿色生产能力的演化进程,分别从水平层面的绿色产品多样化机遇以及垂直层面的绿色产业专业化潜力,明确各省绿色产业升级的路径选择.结果表明:总体上,绿色产品空间网络呈现“边缘-中心”结构,中国的绿色产品空间由稀疏的边缘简单产品向密集的中心复杂产品演化;省域层面,我国各省区产业结构存在差异,富裕的省份掌握更先进的绿色生产能力.建议地方政府应结合地方绿色生产能力,合理选择潜力产品实现绿色多样化,培育绿色竞争新优势,引导地方绿色产业向专业化、高级化转型升级.Based on the comprehensive list of environmental goods,combined with CEPII-BACI global trade data and the export-oriented enterprises data in the China Customs data base from 2001 to 2020,the evolution of provincial green product space and green production capacity in 31 provinces in China(excluding Hong Kong,Macao and Taiwan)is examined.We clarify the path choices for green industry upgrading in each province in terms of horizontal green product diversification opportunities and vertical green industry specialization potentials,respectively.The results show that,in general,the spatial network of green products shows an“edge-center”structure,with the evolution from simple products at the edge to dense and complex products at the center;at the provincial level,there are differences in the industrial structure of provinces with richer provinces possessing more advanced green production capacity.Local governments should develop new green competitiveness advantages through green diversification in the context of local green production capacity,and guide the transformation and upgrading of local green industries towards specialization and advancement.
