摘　　要：党的二十大报告强调要推进以党建引领基层治理。以党建工作引领乡村微治理现代化既是促进乡村振兴的力量所在,也是实现国家治理体系和治理能力现代化的基础环节,更是推进国家安全体系和能力现代化、打通构建社会治理共同体的“最后一公里”。乡村微治理作为当前基层治理的微观基础,依然面临着乡村事务繁杂导致的“无的放矢”难题、主体碎片化引起的“画地为牢”风险、信息冗碎陷入的“因循守旧”陷阱等风险挑战。因此,要始终坚持将基层党建工作与乡村微治理有效衔接,构建党建工作“一核”引领、凝聚多类治理主体“共治”小、微、急、难等“多微”乡村事务的“一核多微共治”模式,从而实现乡村微治理现代化。为确保该模式能够发挥其治理效能,我们必须充分发挥基层党组织的政治引领力,不断满足农民主体的多元利益诉求,深入推进微治理与微服务的网格化与精细化。The report of the 20th National Congress of the Communist Party of China emphasized the need to promote grassroots governance with party building.Leading the modernization of rural micro-governance with party building is not only the strength to promote rural revitalization,but also the basic link to realize the modernization of the national governance system and governance capacity,and it is also the“last mile”to promote the modernization of the national security system and capacity and open up the construction of a social governance community.As the micro-foundation of current grassroots governance,rural micro-governance still faces risk challenges such as the problem of“untargeted”caused by complicated rural affairs,the risk of“drawing the ground as a prison”caused by the fragmentation of the subject,and the trap of“following the old ways”that is easy to fall into with redundant information.We must always adhere to the connection between grassroots party building work and rural micro-governance,build a“one core”of party building work,condense multiple types of governance subjects to“co-govern”small,micro,urgent,difficult and other“multi-micro”rural affairs,and realize the“one core,multiple micro cogovernance”model of micro-governance modernization.To ensure that this model exerts its governance efficiency,it is necessary to give full play to the political potential of grassroots party organizations,continuously meet the diversified interest demands of farmers,and promote the refinement of the grid of micro-governance and microservices.
