From Rebel Area to Imperial Territory:The Situation of Ziqing before and after Xianzong's Military Operation

摘　　要：唐憲宗元和元年(806)閏六月,淄青節帥李師古去世,軍中奉其弟李師道權總軍務,他以輸兩税、申官吏、行鹽法等爲代價,取得了唐廷的認可並獲授旌節。此後在淮西之亂期間,李師道暗中援助蔡州,並遣人刺殺宰相武元衡,其行迹頗爲悖逆。元和十三年七月,憲宗詔令宣武、魏博等五道發兵共討淄青,隨着次年二月淄青都知兵馬使劉悟倒戈,斬殺李師道父子,李氏祖孫三代割據淄青五十餘年的局面就此結束。淄青平定後,其所統諸州被析分爲鄆濮曹、平盧、兖海三道,分而治理,自此,穆宗以後山東半島地區的藩鎮格局基本定型。This paper focuses on the changes of situation in Ziqing淄青before and after Tang court's military operation in the thirteenth year of Xianzong憲宗's Yuanhe元和reign.The rule of Li Shidao's李師道family in Ziqing was mainly relied on outlaws and domestic slaves.After Xianzong pacified Ziqing,the military forces of the local government as well as its territory were divided into three parts.This led to the dissolution of Li Shidao's forces and the establishment of three military towns,including Tianping天平,Pinglu平盧and Yanhai兖海.At the same time,the court conveyed to the public a message that the political order in Ziqing had changed dramatically by building memorial monuments and creating hall wall notes.In addition,the Mount Tai泰worship ceremony and the shidian ritual釋奠禮in Confucius temples were restored.A group of local officials were also sent to reshape the local social scene.Before the pacification,in the political confrontation between Ziqing and the central government,Ziqing often sacrificed some rights in exchange for the reservation of other rights related to Heshuo convention河朔故事.After Ziqing was pacified,the Tang court denied the legitimacy that Li Shidao's family owned the hereditary rights of military commissioner,retook the power of appointment and dismissal of local officials,reestablished the local household registry,surveyed the two taxes兩税,and restored the tribute system to the central government.These efforts completely terminated the Heshuo convention.The radical changes in the military and political structure were the key elements for the different development between Ziqing and the other military towns after the Yuanhe period.
