澳门回归25年来立法会立法探析

摘　　要：回归25年来,澳门特区立法会制定修改了396部法律,基本形成了符合特区实际的法律部门和法律体系,在立法的民主性、合法性和科学性方面取得了长足的进步。当然,其法律部门和法律体系仍有待完善。为了提高澳门地区的立法质量,有必要完善行政主导的政治体制,建立健全全国人大常委会指导和协调澳门特区立法会、国务院指导协调澳门特区政府立法的体制和工作机制,建立健全特区政权机关基于宪法和基本法的相互合作、相互监督关系,采取有效措施增强立法的民主性、合法性和科学性。In the 25 years since the Macao’s reunification with the motherland in 1999,the Macao Special Administrative Region(SAR)Legislative Assembly has enacted or amended 396 laws,effectively forming a legal system and legal departments suited to the region’s reality.Significant progress has been made in the democratic,legal,and scientific aspects of legislation.However,the legal departments and system still need improvement since there are still shortcomings and deficiencies in the legislation when it comes to democracy,legality,and appropriateness.To enhance the legislation in Macao,it is necessary to improve the administration-led political system,and establish and improve mechanisms for the National People’s Congress Standing Committee to guide and coordinate with the Legislative Assembly of the Macao SAR,and for the State Council to guide and coordinate with the Macao SAR Government in the legislative process.Additionally,it is essential to establish and improve the relationship of mutual cooperation and supervision based on the Constitution and Basic Law among the SAR’s political organs.Effective measures should be taken to further enhance the democracy,legality,and appropriateness of legislation.
