韩国对北非外交的发展历程与动因探析

摘　　要：韩国对北非外交政策经历了从竞争外交、中立外交到实用主义外交的转变。冷战时期,韩国对北非采取了竞争外交政策,旨在削弱朝鲜的外交影响力。冷战结束后,韩国政府开始推行多边外交政策,将外交重点集中在周边外交上,对北非实行了中立外交政策。21世纪以来,韩国对北非实行以国家利益为导向的实用主义外交政策,其动因主要是保障能源安全、开拓市场,以及提升国际地位。韩国通过举办“韩非论坛”、深化能源合作、加强政府发展援助、推行韩国发展模式等方式,在政治、经济、能源、发展经验等方面与北非展开了深入的交流与合作。在实用主义外交理念的指引下,韩国对北非的经济外交取得了较好成效,但也面临着韩国对北非的出口市场发展不平衡、政府发展援助规模待提高、实用主义色彩较重等问题,致使韩国和北非关系的深化发展面临一定的局限。South Korea's foreign policy towards North Africa has undergone a transformation from competitive diplomacy to pragmatic diplomacy.During the Cold War,South Korea adopted competitive diplomacy towards North Africa,aiming to weaken North Korea's diplomatic influence and gain support from the United Nations.After the end of the Cold War,under the influence of global political multi-polarization and economic integration,the South Korean government began to implement multilateral foreign policies.Since the 21st century,South Korea has implemented a pragmatic diplomacy oriented towards national interests in North Africa to ensure energy security,expand markets,and enhance international status.South Korea has conducted in-depth exchanges and cooperation with North Africa in terms of politics,economy,energy,and development experience by hosting the"South Africa Forum",deepening energy cooperation,strengthening official development assistance,and promoting the South Korean development model.Guided by the pragmatic diplomatic philosophy,South Korea has achieved good results in its economic diplomacy towards North Africa.However,there are also issues such as imbalanced development of South Korea's export market to North Africa,the need to increase the scale of official development assistance,and a strong pragmatism,which pose certain obstacles to the deepening development of relations between South Korea and North Africa.
