摘 要:森林康养在实施健康中国战略、推进林业供给侧结构性改革、促进乡村振兴和扩大内需方面具有重要意义。然而,其正外部性可能会导致“搭便车”现象,对产业的发展造成不利影响。为解决这一问题,建立符合森林康养产业发展特点的科学生态补偿机制至关重要,以增强其发展动能。研究从碳汇视角出发,构建3阶段生态补偿机制,包括前期的森林碳汇量预测机制、即期的基于碳汇的三方补偿机制,以及后期的碳汇量评估及反馈机制。这些措施为有效实施生态补偿提供了积极尝试,有助于推动森林康养产业的可持续发展和生态环境保护,为产业发展和生态平衡间的良性互动提供了有益探索。Forest health and wellness plays a significant role in the implementation of the Healthy China strategy,the promotion of structural reform in the supply side of the forestry industry,the advancement of rural revitalization,and the expansion of domestic demand.However,its positive externalities may lead to“free-rider”phenomena,which can negatively impact the development of the industry.To address this issue,it is crucial to establish a scientific ecological compensation mechanism that aligns with the characteristics of the forest health and wellness industry to enhance its momentum for development.The study constructs a three-stage ecological compensation mechanism from the perspective of carbon sinks,including the preliminary mechanism for predicting forest carbon sink volumes,the immediate compensation mechanism based on carbon sinks involving three parties,and the later-stage assessment and feedback mechanism for carbon sink volumes.These measures provide a positive attempt for the effective implementation of ecological compensation,contributing to the sustainable development of the forest health and wellness industry and the protection of the ecological environment,offering valuable exploration for the beneficial interaction between industrial development and ecological balance.
