摘　　要：[研究目的]有效的战略情报评估是维护网络空间安全的关键举措之一。对网络空间安全战略情报评估展开深层次探究,为相关理论与实践提供借鉴。[研究方法]运用系统工程学、信息学、社会学等领域的相关知识系统分析网络空间安全战略情报评估的理论逻辑、实施步骤、主要影响因素,并构建多种评估模型共存的框架结构。[研究结果/结论]情报的不确定性既是网络空间安全战略情报评估需要持续解决的问题,又是推动情报评估工作向更高层次发展的现实动力。为克服评估技术滞后、评估模型兼容性差、多智能体联动有障碍等因素带来的影响,应从机构设置、制度体系、数据资源、技术手段等几个方面综合应对。Effective strategic intelligence assessment is one of the key measures to maintain the security of cyberspace.This study carries out a deep-level research on the evaluation of strategic intelligence of cyberspace security,in order to provide reference for relevant theories and practices.This study systematically analyzed the theoretical logic,implementation steps,and major influencing factors of strategic intelligence assessment for cyberspace security.By integrating knowledge from systems engineering,informatics,sociology,and other fields,the framework structure of coexistence of multiple evaluation models is constructed.The uncertainty of intelligence is not only a problem that needs to be solved continuously in the strategic intelligence assessment of cyberspace security,but also a realistic motive force to push the intelligence assessment to a higher level,in order to overcome the influence of the lag of evaluation technology,the poor compatibility of evaluation model and the obstacle of multi-agent interaction,it should be dealt with comprehensively from the aspects of institution setting,system,data resources and technical means.
