多重环境影响下的乡村旅游策略性回应与“去内卷化”

摘　　要：乡村旅游发展深受政策环境、资源环境、市场环境和文化环境等多重环境影响,上述环境的不确定性推动乡村旅游策略性回应,驱使乡村旅游控制子系统和协同子系统相互匹配,致使乡村旅游出现“内卷化”倾向。计划性差异型和停滞休眠型乡村旅游,可以通过改善政策环境和资源环境、合理变革制度设计和框定政府作用空间范围、提高发展政策和资源投入的有效性及针对性等来实现“去内卷化”。快速衰退型和冲突内耗型乡村旅游,由于深受多变复杂的市场环境和文化环境影响,不仅要完善政策供给和资源分配,还需在市场化导向中增强内部控制和协同。The development of rural tourism is deeply influenced by multiple environmental factors such as policy environment,resource environment,market environment,and cultural environment.The uncertainty of these environments drives strategic responses in rural tourism,driving the matching of rural tourism control subsystems and collaborative subsystems,resulting in a tendency towards “involution” in rural tourism.The “de-involution” of the planned differential rural tourism and the stagnant rural tourism can be achieved through improving the policy and resource environments,implementing the rational reform of the institutional design and the control of the functional space of the government,and enhancing the effectiveness and targeting of development policies and resource investments.The rapid-decline type and the internal-conflict type of rural tourism,under the great impacts of the ever-changing and complex market and cultural environments,not only require the improved policy support and resource allocation,but also need enhancing the internal control and coordination under the market-led guidance.
