摘　　要：我国数据要素市场的构建与推进已是现在进行式与将来必然式。本文结合其他规律回溯与展望数据要素的价值演进形态,认为其将沿着“资源化—资产化—资本化”的多元非线性路径不断迭代。积极明朗的政策导向、快速增长中的数据规模、持续涌现中的新兴技术、不断完善中的服务体系,使得数据资源证券化的落地在可展望的范围之内。特别是公共数据在来源、权属、体量等方面具有独特优势,更适合作为数据资源证券化尝试的起点,加之完善数据资产评估和多元主体协同合作,全力推动公共数据资源证券化本土化实践。在政策倡导和多方支持的同时,仍需注意到现实存在规范缺失、安全存疑、监管空白、定价主观等问题。对此,应当在全局视角下渐进地明确配套机制、以协同为基点形成合作治理结构、针对性地引入与开展分类识别策略、结合多种手段制定科学的评估体系,为我国公共数据资源证券化的落地提供多维保障。The establishment and advancement of China’sdata factor market has become an ongoing process and an in evitable trend for the future.By tracing and envisioning the evolutionary value forms of data factors in combination with other regularities,this paper argues that the development of data factors will iterate along a“resourcing-assetization-capitalization”path characterized by diverse and nonlinear processes.Favorable policy orientation,rapidly growing data volumes,continuously emerging new technologies,and progressively improving service systems make the securitization of data resources foreseeable.Particularly,public data,with its unique advantages in terms of origin,ownership,and scale,is better suited as the starting point for securitization attempts of data resources.Coupled with improvements in data asset evaluation and multi-stakeholder collabora tion,the localized practice of public data resource securitization can be vigorously promoted.However,despite policy advocacy and multi-party support,several challenges remain,such as regulatory deficiencies,security concerns,oversight gaps,and subjec tive pricing issues.To address these,a progressive clarification of supporting mechanisms from a holistic perspective is required.Furthermore,a cooperative governance structure based on collaboration should be formed,targeted classification and identifica tion strategies should be introduced,and a scientific evaluation system integrating multiple approaches should be developed.These measures aim to provide multidimensional safeguards for the realization of public data resource securitization in China.
