完善长江经济带污水处理价格机制研究——基于宜昌污水管网价格机制改革的实践探索

摘　　要：长江经济带进入高质量发展新阶段,需要高水平环境保护的强力支撑,尽快补齐污水管网等制约生态环境质量改善和供给的短板弱项。本文立足长江经济带城镇污水治理可持续发展面临的挑战,分析总结宜昌污水管网价格机制改革的实践,探索构建了全环节定价、全成本监审、周期性调整、精准化补贴、项目化传导的“五位一体”污水治理价格机制的思路和实施路径,建议从更高层面探索全环节全成本污水治理价格机制,提高污水处理费最低收费标准,出台污水处理费成本监审和定价管理办法,探索基于监管资产的准许收入定价与投资新模式,以期进一步完善长江经济带污水治理价格机制。The Yangtze River Economic Belt has entered a new stage of high-quality development and requires srong support from high-level protecion.It is necessary to quickly f1 the gaps and weaknesses that resrict the improwement and supply of ecological environment quality,such as sewage pipelines.This article focuses on the challenges faced by the sustain-able development of urban sewage treatment in the Yangtze River Economic Belt,analyzes and summarizes the practice of Yichang's sewage pipe nerwork price mechanism reform,explores the contruction ofa"five in one-sewage treatment prce mechanism with full pricing.fll cost supervision,periodic adjustment,precision subsidies,and project--based transmission.It also suggests exploring the full cost sewage treatment price mechanism a a higher level,increasing the minimum fee standatd for sewage treament fees,introducing cost supervision and pricing management methods for sewage treatment fees,exploring new models of allowed income pricing and investment based on regulatory assets,and further improving the price mechanism for sewage treatment in the Y angtze River Economic Belt.
