摘　　要：数字技术的创新、发展与应用不断撬动新兴经济业态与新型社会模式的建构,数智时代的“安全发展”既是推进中国式现代化的实践载体,也是国家安全治理体系与治理能力现代化的题中之义。阐释可持续发展的安全情境、可接受风险的意识构成及可治理行动的安全策略,有助于厘清发展中的可持续性条件、演化动力及潜在风险,并在可接受风险的底线思维基础上,以包容审慎的理念塑造试错空间,进而有效把握安全治理对象的时空属性,在多元多维的路径中,寻求更具韧性、灵活性和多样性的策略安排,提升数字经济安全发展的可及性。The innovation,development and application of digital technologies constantly drives the development of new economic modes and new social models,and“safe development”in the era of digital intelligence is not only a practical vehicle in promoting Chinese modernization,but also key to the modernization of the system and capacity for national security governance.Explaining the security situation of sustainable development,the awareness of acceptable risks and the security strategy of governable actions can help clarify the sustainability conditions,evolutionary dynamics and potential risks of development.And on the basis of the worst-case scenarios of acceptable risks,we can shape the space for trial and error with the concept of tolerance and prudence,so that we can effectively grasp the temporal and spatial attributes of the object of security governance,and seek for more resilient,flexible and diversified policy arrangements in the multidimensional and multifaceted paths and enhance the accessibility of the safe development of digital economy.
