韧性治理赋能乡村全面振兴的路径探析

摘　　要：自古以来,乡村韧性治理一直是国家稳定和社会发展的重要基石。随着“三农”工作进入全新发展阶段,如何有力有效推进乡村全面振兴成为一项重要的战略性任务。韧性治理富涵全过程性、协同性、内生性、适应性等价值功能,对于统筹乡村高质量发展和高水平安全、整合乡村全面振兴的强大合力、走出可持续发展的乡村现代化发展道路提供了重要的思想工具。将韧性治理更好融入乡村振兴全过程和各领域,以可持续性治理深度赋能乡村振兴产业兴旺,以内生性治理深度赋能乡村振兴可感可及,以协同性治理深度赋能乡村振兴多元共治,以全过程治理深度赋能乡村振兴安全发展,持续推动农业、农村和农民全面发展,可以助力中国特色乡村治理现代化之路行稳致远。Rural resilient governance is cornerstone of national stability and social development.While the work of“three rural issues”entering a new stage of development,effectively promoting the comprehensive revitalization of rural areas has become an important strategic project.Resilient governance is valuable for the comprehensive rural revitalization and a sustainable rural modernization development path,because it is holistic,synergistic,endogenous and adaptive.At the same time,resilience governance is important for coordinated high-quality development and high-level safety in rural areas.In order to advance the modernization of rural governance with steadfastness and perseverance in a unique Chinese style,it is helpful to integrate the powerful synergy for resilient governance better into the entire process and all areas of rural revitalization,by deeply empowering rural revitalization with sustainable,endogenous,synergistic and holistic governance,and to continuously promote the comprehensive development of agriculture,rural areas,and farmers.
