环境目标约束与绿色创新绩效:“系统调优”还是“过度繁殖”?

摘　　要：基于2011—2021年中国274个城市面板数据,考察环境目标约束对实质性绿色创新和策略性绿色创新的影响,并分析其在区域经济国有化约束条件下的表现和异质性特征。研究发现,环境目标约束对实质性绿色创新和策略性绿色创新均有显著的促进作用。进一步研究发现,区域经济国有化对环境目标约束与实质性绿色创新之间有正向调节作用,实现了对二者关系的“系统调优”,而对环境目标约束与策略性绿色创新之间无显著调节作用。在异质性检验中发现,政商关系和政府科技支出可能引发环境目标约束对实质性绿色创新的刺激效应疲弱和策略性绿色创新的“过度繁殖”。据此提出构建科学完善的环境目标约束制度、充分发挥国有企业创新引领作用和科学发挥财政资金的支撑和引导作用等建议。Based on the panel data of 274 cities in China from 2011 to 2021,this paper examines the impact of environmental target constraint on green innovation performance and strategic green innovation,and analyzes its performance and heterogeneity under the constraints of regional economic nationalization.It is found that environmental goal constraint can significantly promote both green innovation performance and strategic green innovation.Further research shows that regional economic nationalization has a positive regulating effect on the relationship between environmental target constraint and green innovation performance,achieving a"systematic optimization"of the relationship between the two,but has no significant regulating effect on the relationship between environmental target constraint and strategic green innovation.In the heterogeneity test,it is found that the relationship between government and business and government expenditure on science and technology may lead to the weak stimulus effect of environmental target constraint on green innovation performance and the"over-propagation"of strategic green innovation.Therefore,suggestions are put forward to construct a scientific and perfect environmental target restraint system,give full play to the leading role of state-owned enterprises in innovation,and scientifically play the supporting and guiding role of financial funds.
