农户分化视域下宅基地确权与闲置宅基地治理意愿研究——基于安徽省试点地区1705个农户问卷的实证分析

摘　　要：引导农户积极参与闲置宅基地治理,对破解农村宅基地低效利用问题具有重要现实意义。研究以新一轮宅基地制度改革试点地区安徽省金寨县和来安县为研究区域,基于1705个农户调查数据,采用二元Logistic回归模型,研究宅基地确权、农户分化对农户闲置宅基地治理意愿的影响。实证结果表明:宅基地确权对农户参与闲置宅基地治理具有促进作用且宅基地确权对不同类型农户参与闲置宅基地治理意愿影响具有异质性。异质性分析发现,宅基地确权对纯农户参与闲置宅基地治理意愿有抑制作用;对于兼业农户和金寨县农户,宅基地确权对其参与闲置宅基地治理意愿无显著影响;对于非农就业和来安县农户,宅基地确权明显促进其参与闲置宅基地治理。It is of great practical significance to guide farmers to actively participate in the management of idle homesteads in order to solve the problem of inefficient utilization of rural homestead resources.Based on the survey data of 1705 rural households,taking Jinzhai and Laian counties in Anhui Province,the pilot areas of the new round of homestead system reform,and using a binary logistic regression model,this paper study the influencing factors of homestead confirmation and farmer differentiation on farmers' willingness to manage idle homesteads.The empirical results indicate that the confirmation of homestead rights has a facilitating effect on farmers' participation in the management of idle homesteads,and the impact of homestead rights confirmation on different types of farmers' participation willingness is heterogeneous.Heterogeneity analysis found that the confirmation of homestead rights has a inhibitory effect on the full-time farmers' participation willingness.For part-time farmers and farmers in Jinzhai County,the confirmation of homestead rights has no significant impact on their willingness to participate.For non agricultural employment and farmers who come to Laian County,the confirmation of homestead ownership significantly promotes their participation in the management of idle homesteads.
