综合价值视角下大都市郊野公园土地整治机制研究

摘　　要：郊野公园是上海大都市的稀缺资源,具有经济、生态、社会、文化等综合价值,全面发挥其综合价值需要构建科学合理的治理机制。以上海具有代表性的郊野公园市级土地整治项目试点为例,通过构建建“策划先行—规划落地—工程实施”的过程治理机制、“分类施策—复合利用—特色塑造”的空间治理机制、“价值引领—价值统筹—价值实现”的价值治理机制等,推动上海大都市乡村综合价值的实施落地、特色塑造和效应提升。旨在郊野地区法定规划编制与治理创新、土地综合整治与乡村综合价值发挥等方面,为各地全域土地综合整治工作提供借鉴。Country parks are a scarce resource in the metropolis of Shanghai,with comprehensive values such as economy,ecology,society,and culture.To fully tap into their comprehensive value,it is necessary to establish a scientific and reasonable governance mechanism.Taking Shanghai's representative suburban park city level land consolidation project pilot as an example,by establishing a process governance mechanism of"planning first-planning implementation-engineering implementation",a spatial governance mechanism of"classified implementation-composite utilization-characteristic shaping",and a value governance mechanism of"value guidance-value integration-value realization",we aim to promote the implementation,characteristic shaping,and effect enhancement of the comprehensive value of urban and rural areas in Shanghai,and provide reference for the ongoing comprehensive land consolidation work in various regions in terms of regulations compilation and governance innovation in suburban areas,land consolidation,and the play of rural comprehensive value.
