摘　　要：全面依法治国是习近平法治思想的重要内容,也是实现国家治理体系和治理能力现代化的重要途径。本文根据法治运行的基本规律,阐述了全面依法治国的四个重要环节及其要求,即科学立法、严格执法、公正司法和全民守法,这也是全面推进依法治国的重点任务。其中科学立法是全面依法治国的基础工作;严格执法是全面依法治国的关键环节;公正司法是法治公平正义的重要保障;全民守法是法治实现基本方式。全面依法治国是一个系统工程,在习近平法治思想的指导下推动科学立法、严格执法、公正司法和全民守法,能实现良法善治。Comprehensive law-based governance is an important part of Xi Jinping Thought on the Rule of Law,and it is also an important way for the modernization of the national governance system and governance capacity.Based on the basic operation of the rule of law,this paper expounds the four important aspects and their requirements of comprehensive law-based governance,namely,scientific legislation,strict law enforcement,impartial administration of justice,and observance of law by all,which are also the major tasks in its promotion.Among them,scientific legislation is the basic work of comprehensive law-based governance;Strict law enforcement is a key aspect of comprehensive law-based governance;Impartial administration of justice is an important guarantee of fairness and justice under the rule of law;Observance of law by all is the basic way to realize the rule of law.Comprehensive law-based governance is a systematic project,and only by promoting these four aspects under the guidance of Xi Jinping Thought on the Rule of Law can good laws and good governance be realized.
