摘　　要：执政党的党风关系党的形象,关系人心向背,关系党和国家生死存亡。新时代的中国共产党人以纠治“四风”为鲜明主题扎实推进党的作风建设,取得了显著成效。课题组基于问卷调研和深度访谈发现,大部分被调查者和访谈对象对新时代党的作风建设成效满意度较高,但在基层实践中依然存在作风建设容易浮于表面、形式主义新变种层出不穷、作风建设“一阵风”现象依然突出和配套制度建设滞后等一系列隐形的“四风”问题,需要时刻保持警醒。党的二十届三中全会明确了“锲而不舍落实中央八项规定精神”的目标,这就不仅要在理论层面形成对党的作风建设的科学定位,更要在实践层面探寻有效路径,以精准施策纠治上述问题,进一步巩固党的作风建设成效。为达到这一目的,我们采用多元线性回归方程模型分析了影响党的作风建设成效的可能性因素。分析结果表明,全面从严治党的工作协调程度和全面从严治党在基层的有效落实程度均对新时代党的作风建设成效具有显著正向影响。基于此,新时代新征程要“锲而不舍落实中央八项规定精神”,确保党的先进性、纯洁性本色不变质,就要一方面从深化“四风”标本兼治和完善相关制度设计两个方向重点着力,以有效提升全面从严治党的工作协调程度;另一方面从创新查纠“四风”方法和破除基层梗阻两个方向重点着力,以正向影响全面从严治党在基层的有效落实程度。The conduct of a ruling Party is crucial to its image,the support of the people,and the very survival of the Party and the nation.In the new era,the Communist Party of China have made significant progress in improving the Party’s conduct by focusing on rectifying the“Four Malfeasances”as a distinct theme.Based on questionnaires and in-depth interviews,we found that the majority of respondents and in-terviewees expressed high satisfaction with the effectiveness of the Party’s conduct improvement in the new era.However,there are still a series of hidden“Four Malfeasances”problems in grassroots practice which require our constant vigilance,such as the tendency of conduct improvement to be superficial,the emer-gence of new forms of favoring form over substance,the phenomenon of conduct improvement to be like“a gust of wind”,and the supporting institutional construction to be lagging behind.The third plenary session of the 20th Central Committee of the CPC clearly set the goal of“steadfastly implement the central Party leadership’s eight-point decision”,which not only demands a scientific positioning of the Party’s conduct improvement at the theoretical level,but also requires us to explore effective paths in practice to accurately address the problems mentioned above and further consolidate the effectiveness of the Party’s conduct im-provement.In order to achieve this purpose,we used the multiple linear regression equation model to ana-lyze the possibility factors affecting the effectiveness of the Party’s conduct improvement.The analysis re-sults show that both the degree of coordination of the work in the full and strict governance over the Party and the degree of effective implementation of the full and strict governance over the Party at the primary level have a significant positive impact on the effectiveness of the Party’s conduct improvement in the new era.Based on this,in order to“steadfastly implement the central Party leadership’s eight-point decision”and ensure that the
