摘　　要：党的二十届三中全会明确提出了“建立优质文化资源直达基层机制”的要求。优质文化资源直达基层机制的建构,是践行以人民为中心的发展思想和推进中国式现代化深入发展的内在要求,也是基于当前公共文化服务体系发展境况和人民对美好生活的向往而得出的科学结论。建构优质文化资源直达基层机制,需要坚持系统思维,从理论上对优质文化资源直达基层的实施主体、面向对象、基本内容和运行程序等作出具体分析,以实现对优质文化资源直达基层实践中“谁来直达”“直达到谁”“直达什么”“如何直达”等一系列命题的清晰界定。新时代以来,在党中央的高度重视和积极推动下,建构优质文化资源直达基层机制已具备一定的政策与制度基础、设施基础和资源基础,但与此同时,也存在着一些不可忽视的现实不足和短板。从主体层面看,主要表现为协同性和体系性不足的现实短板;从对象层面看,主要表现为规范性和参与性不足的现实短板;从过程层面看,主要表现为精准性和效能性不足的现实短板。新时代新征程上,应重点从多元协同、资源统筹、规范运作、激励约束和反馈评价等方面机制的建构入手,才能推动优质文化资源直达基层机制不断走向规范和完善,并为进一步全面深化改革和推进中国式现代化夯实文化根基。The third plenary session of the 20th Central Committee of the CPC clearly put forward the requirement of“establishing a mechanism for high-quality cultural resources to reach the primary-level”,which has profound implications.The construction of a mechanism for high-quality cultural resources to reach the primary-level directly is an internal requirement for practicing the people centered development i-dea and promoting the deepening development of Chinese path to modernization,as well as a scientific con-clusion based on the current development situation of the public cultural service system and the people’s yearning for a better life.To construct a mechanism for direct access to high-quality cultural resources at the primary-level,it is necessary to adhere to systematic thinking,clarify the implementation subject,ob-ject orientation,basic content,and operating procedures,in order to achieve a clear definition of a series of major propositions such as“who will directly access”,“to whom”,“to what”,and“how”in the direct access of high-quality cultural resources to reach the primary-level.Since the new era,the construction of a mechanism for direct access to high-quality cultural resources at the primary-level has established certain policy and institutional foundations,infrastructure foundations,and resource foundations.However,there are still some practical shortcomings at present.From the perspective of the subject,the main shortcomings are the lack of synergy and systematicness.From the perspective of objects,the main shortcomings are in-sufficient standardization and participation.From the process perspective,the main shortcomings are insuf-ficient precision and efficiency.The new journey should focus on the construction of multiple coordination,resource coordination,standardized operation,incentives and constraints,feedback evaluation and other mechanisms,so as to promote the continuous improvement of the mechanism of high-quality cultural re-sources reaching the primary-level,and lay a
