统筹海绵城市与防洪排涝减灾体系建设的思考

摘　　要：近年来,极端天气多发频发,城市内涝灾害趋多趋强。为保障良好生态环境和城市安全运行,统筹海绵城市与防洪排涝减灾体系建设成为重中之重。分析了当前城市内涝问题及原因,并从改变社会公众主观认知和优化改善防洪排涝体系建设两方面提出建议,重点按照“点、线、面”统筹的原则推进海绵城市和防洪排涝减灾体系建设,为城市洪涝减灾体系建设工作提供思路与参考。In recent years,heavy rainfall has occurred frequently in parts of China,and urban waterlogging disasters have become more and more severe.In order to ensure a good ecological environment and urban safety,it has become a top priority to coordinate the construction of sponge cities and flood control,drainage and disaster reduction systems.The current urban waterlogging problem and its causes were analyzed in this article,and suggestions were put forward from changing the subjective perception of the public and optimizing the construction of flood control and drainage systems.It was pointed out that the construction of sponge cities and flood control,drainage and disaster reduction systems should be promoted in a coordinated manner based on the principle of"point,line,and area".Finally,the governments,enterprises,institutions,and residents were called on to participate in the construction of flood disaster reduction systems,create a good social atmosphere,and ensure the normal operation of the city and the safety of peoples′lives and property.
