摘　　要：按照“数字产业链——数字生态链——数字生态系统——数字生态圈”的逻辑顺序建设厦金数字生态圈,是数字经济时代推动厦金融合、闽台融合与两岸融合的试点工程,有助于开辟两岸融合发展的新领域。建设厦金数字生态圈对推动区域协同发展、促进经济互补和产业升级、推动资源共享与效率提升、提升公共服务质量和增强两岸融合示范效应具有战略价值和现实意义。建设厦金数字生态圈具有地理位置近、政策支持多、科技实力强、产业互补、社会文化联系紧密、市场潜力大、数字基础设施发达、合作密切、数字人才丰富、民心互信程度和认同程度高等优势,但同时也存在数字经济发展水平的显著差距及政策法规的不一致等挑战。建设厦金数字生态圈需从资源共享、设施共建、规则互通、人才共育上入手,开放包容,着眼长远,前瞻规划,促进厦金两地的全面融合发展。Constructing the Xiamen-Kinmen digital ecological circle in accordance with the logical sequence of"digital industrial chain—digital ecological chain—digital ecosystem—digital ecological circle"serves as a pilot project for promoting the integration of Xiamen and Kinmen,Fujian and Taiwan,and cross-Strait integration in the era of digital economy,helping to open new paths for crossStrait integration.The establishment of the Xiamen-Kinmen digital ecological circle has strategic value and practical significance in promoting regional coordinated development,enhancing economic complementarity and industrial upgrading,facilitating resource sharing and efficiency improvement,improving public service quality,and strengthening the demonstration effect of Cross-strait integration.The construction of the digital ecological circle benefits from advantages such as close geographical proximity,abundant policy support,strong technological capabilities,industrial complementarity,tight social and cultural connections,significant market potential,developed digital infrastructure,close cooperation,a rich talent pool,and high levels of mutual trust and recognition.However,challenges such as significant disparities in digital economic development levels and inconsistencies in policies and regulations also exist.To build the Xiamen-Kinmen digital ecological circle,it is necessary to focus on resource sharing,infrastructure co-construction,regulatory alignment and talent cultivation.It should be open and inclusive,with a long-term vision and forward-looking planning,to promote comprehensive integrated development between Xiamen and Kinmen.
