摘　　要：在维护边疆安全、铸牢中华民族共同体意识语境下,系统性、规范性、协同性推进新时代民族团结进步法律化具有重大政治和现实意义。党的十八大以来,民族团结进步立法实践为提升民族地区安全治理效能提供多重宝贵经验。新形势新要求下,要重点化解现有法律规范分散碎片化、法律位阶低、操作性欠缺、内容滞后等现实困境,凸显铸牢中华民族共同体意识在新时代民族团结进步立法指导思想、评价标准、制度构建中的主体地位,发挥“人大为主导”统筹民族团结进步上位法立法规划、权限划分、法案内容的工作效能,推进民族团结进步创建工作重点规范、精细立法、经验升华的系统供给,助力新时代民族团结进步事业高质量发展。In the context of safeguarding frontier security and consolidating the sense of community for the Chinese nation,promoting the legalization of ethnic unity and progress in a systematic,standardized and coordinated manner in the new era holds significant political and practical significance.Since the 18th National Congress of the Com-munist Party of China,the legislative practice of ethnic unity and progress has provided multiple valuable experi-ences for enhancing the effectiveness of security governance in ethnic areas.Under the new situation and require-ments,it is crucial to address the current practical predicaments such as the scattered and fragmented nature of exist-ing legal norms,low legal hierarchy,lack of operability,and outdated content.Efforts should be made to highlight the principal position of consolidating the sense of community for the Chinese nation in the guiding ideology,evalua-tion criteria and institutional construction of ethnic unity and progress legislation in the new era,giving full play to the working efficiency of“the People’s Congress as the leading force”in coordinating the overall legislative plan-ning,authority division and bill content of ethnic unity and progress at the higher level,promoting the systematic supply of key norms,refined legislation and experience sublimation in the creation of ethnic unity and progress,so as to facilitate the high-quality development of ethnic unity and progress in the new era.
