摘　　要：在调研基础上,对宁夏乡村振兴进程中财政支农资金和衔接推进乡村振兴补助资金(以下简称衔接资金)使用现状进行了梳理分析,深入剖析宁夏乡村振兴进程中财政支农资金和衔接资金使用存在的共性与个性问题,从产业融合发展需求、科技创新驱动农业绿色发展需求、人才培养与引进需求、提高统筹整合使用涉农资金能力需求,以及保留衔接资金保障乡村振兴投入的持续性、加快财政支农资金和衔接资金的整合力度、创新财政支农资金和衔接资金预算绩效管理政策设计、拓展资金渠道增加投入、提高涉农资金统筹整合使用效益等方面提出今后宁夏乡村振兴进程中资金需求变化与使用对策。On the basis of investigation,the current situation of the use of financial funds to support agriculture and linking subsidy funds for promoting rural revitalization(hereinafter referred to as the linkage funds)in the process of rural revitalization in Ningxia is sorted out and analyzed.The common and individual problems in the use of financial funds to support agriculture and the linkage funds in the process of rural revitalization in Ningxia are deeply analyzed.The change of funds need and countermeasures of funds utlization in the process of rural revitalization in Ningxia in the future are put forward,from the aspects of needs of industrial integration development,needs of scientific and technological innovation driven agricultural green development,needs of talent training and introduction,needs of improving the overall integration of the use of agriculture-related funds,retaining link funds to ensure the sustainability of rural revitalization investment,accelerating the integration of financial funds for agriculture and link funds,innovating the budget performance management policy design of financial funds for agriculture and link funds,expanding capital channels to increase investment,and improving the efficiency of overall integration and use of agriculture-related funds.
